State Marriage Assistance Scheme Of Jammu and Kashmir

The state Marriage Assistance Scheme SMAS launched in the year Dec.2015

SMAS Is State/UT sponsored scheme 100% funded by UT Government .

  • Brief Description of SMAS : In 2015 Initially RS 25000 cash + 5g of gold one time assistance is provided to girl above 18 years of age whose family income is not more than RS 75000/-whose marriage is to be solemnized soon
  • Target Group: Poor Girls above 18 years age and whose family income is not more than RS 75000/-Per annum

Restructuring of State Marriage Assistance Scheme In (2022) By the UT Govt Of  J&K

  • In 2022 Administrative Council decision for Restructuring of state Marriage Assistance Scheme for Poor girls being implemented with new revised Restructuring Guidelines .

Important Guidelines SMAS : State Marriage Assistance Scheme Is a scheme meant for Poor girls for marriageable age.

  • Girls who belongs to either (AAY) Antyodaya Anna Yojna Or PHH ( Priority Household ration card holder families
  • As per New Guidelines RS 50000/- to be provided to poor girls for getting married The financial assistance shall have to be paid before her marriage .


  • Deputy commissioners have been assigned responsibility they shall submit the case of eligible beneficiaries
  • Deputy commissioners shall submit Cases of eligible Candidates after due verification on Fortnightly basis to Social welfare Department

To ensure that all the eligible beneficiaries get the financial assistance well before the date of marriage


Norms Of State Marriage Assistance Scheme

  • The identified Girls should be legally marriageable
  • The girls either belonging to ( AAY ) PHH Family
  • The Minimum Qualification of girl has to be 8thpass or equivalent.
  • Incase of drop outs following guidelines shall apply
  • i) During Next three years from financial year 2022 to 2025 Restructuring Guidelines shall be implemented irrespective of the education status of girl.

From 1-4-2025 onwards beneficiary girl have to compulsorily produce a certificate for having 8th Pass or equivalent

  • the Girls Cannot Take benefits any other central /state sponsored scheme especially Ladli Beti for same purpose
  • The beneficiary Girl must apply at least one month before the date of marriage To the concerned District social welfare department along with necessary document (Proof of marriage , DOB, 8thPass certificate ,AAY or PHH Ration card and Aadhar card
  • The eligible Beneficiary girl get RS 50000/- one time before her marriage Through DBT Mode

Guidelines For Deputy Commissioners About State Marriage Assistance Scheme

  • SMAS will be made operational in all districts across UT of J&K
  • DC shall get surveys conducted through chief education officer of school drop out girls especially from AAY and PHH families to motivate them to join formal/informal schooling so that such girls shall get education upto 8thclass and can avail of the SMAS scheme
  • DC shall sanction financial assistance for eligible Beneficiary girl after determining the eligibility and genuinesss of the case
  • All DC offices shall submit sanction lists to Social welfare Department on Fortnightly basis .
